CPMA Legislative Update May 2026

This summary provides a concise overview of key legislative updates from April 2026 that may impact podiatric physicians in Connecticut. It is intended to keep CPMA members informed on policy changes, reimbursement updates, and advocacy efforts that could affect clinical practice and administrative processes.  

Summary of Legislative Updates (April 2026) 

  1. Physician Fee Schedule Updates (Effective January 1, 2026)
  • The Department of Social Services (DSS), under Public Act 25-168, is updating select reimbursement rates within HUSKY Health programs.  
  • Changes apply to:  
    • Physician Office and Outpatient Services  
    • Radiology Services  
    • Surgical Services  
  • Updates are tied to established Medicare rates.  
  • No changes apply to:  
    • Manually priced services  
    • Physician-administered drugs  
    • APRNs, PAs, and optometrists will continue to be reimbursed at 90% of the physician rate.
  1. Anesthesia Reimbursement Adjustment
  • The anesthesia conversion factor has been updated to 15, applied retroactively to January 1, 2026.  
  • The pricing formula remains unchanged:  
    • (units ÷ 15 + relative value) × conversion factor  
  • Providers are encouraged to review updated fee schedules for details.
  1. Clawback Period Reduction (House Bill 5377)
  • Legislative efforts successfully advanced a reduction in the insurance “clawback” period:  
    • Reduced from 18 months to 12 months  
  • This has been a key advocacy priority for CPMA.  
  • The bill passed the House with strong support (141–6 vote).  
  • An amendment also removed provisions related to site-of-service billing.  
  • The bill now moves to the Senate for consideration.
